Antique Pay Scales with weights Federal Eagle on Case

I have had this set of scales in my collection for years. I am not sure of its age but it has a faded Federal Eagle on the case . It has weights and what looks like a stamp but I am not sure of the letter there is a picture. There is damage to the case and the case hinge The box is 5 3/8 wide 2 1/3 deep and 1 inch tall
